Job Summary: Provides design, review and technical support during all phases of capital projects. Provides construction, final equipment checkout and approval. Coordinates with contractors, consultants and MSD personnel on all projects regarding automation of MSD SCADA and remote telemetry systems. Designs and implements all facets of in-house automation of MSD SCADA and remote telemetry systems (PLC and HMI programming). Reviews documentation related to the automation of MSD SCADA and remote telemetry systems.
Essential Job Functions: Provides system integration functions relating to district-wide automation projects. Provides system integration functions relating to district-wide flood pumping station, pump/lift station and treatment plant telemetry and SCADA systems. Provides hardware and software implementation, modification, documentation, troubleshooting and repair on all district-wide automated systems. Provides hardware and software implementation, modification, documentation, troubleshooting and repair on the Morris Forman WTP automated plant process control system. Provides system management functions and programming for the plant information system that produces state required reports. Installs and maintains PC hardware and all aspects of the controls industrial network (fiber, copper, network routers, switches, etc.). Supports MSD standard and non-standard applications. Installs software drivers. Diagnoses hardware/software problems and reports them as necessary.
Location of Work: Frequently in the office, at a construction/work site or inside or outside the plant.

Operates: Constantly operates office equipment/computer; occasionally operates construction equipment and electrical/gas tools.

Working Conditions: Frequently in dry/normal areas, bright/well lighted areas and at elevations to 4’; occasionally in wet/damp areas, dark/dimly lighted areas, cramped positions, on ladders/scaffolds/pumps, at elevations 4’ to 10’ and over 10 and in tanks/pipes/sub-grade vaults.
Functional Factors: Constantly using finger dexterity, arm-wrist motion and talking/hearing; frequently sitting, lifting/carrying tool/equipment and lifting/carrying materials/supplies; occasionally bending/stooping/squatting, pushing/pulling, balancing, walking/standing, reaching, climbing and/or crawling.
Physical Demand Level: Medium-occasionally required to lift/push/pull up to 50 lbs.
Exposure To: Frequently exposed to electrical hazards and traffic hazards; occasionally exposed to dusts, gases, acids, caustics, mechanical hazards, fire/chemical hazards, solvents/gasoline/oils, pesticides, weeds/grasses and insects/animals.
Sound Levels: Frequently under 85 db; occasionally over 85 db.
Temperatures: Frequently exposed to temperatures between 32-45o F and 45 – 85o F; occasionally below 32o F and above 85o F.
Knowledge, Skills and Abilities Necessary to the Work: Knowledge of electronics, local area networks (fiber, copper, routers, switches, etc.), and Programmable Logic Controllers (PLC) programming; knowledge of computers and associated components, instrumentation and automation; knowledge of MSD and ISA design standards; knowledge of NEC electrical code and vendor related specifications; skill in oral and written communication; skill in operating a PC and associated Windows environment software (e.g. Microsoft Word and Excel); skill in managing multiple priorities; ability to read electrical drawings, P&ID and instrument loop diagrams; ability to resolve problems; ability to be courteous and helpful under pressure; ability to work effectively under heavy, unpredictable surges in workload; ability to work 24 hour emergency response, various shifts, weekends and mandatory overtime.
Minimum Requirements: Associate degree in Computer Science or related field; three or more years automation controls experience; an equivalent combination of education and experience may be substituted. Must be ISA certified or be able to obtain certification within 12 months. Must meet job skills assessment requirements. Must possess a valid driver’s license. Must have safe work and driving habits. Must have an acceptable and reliable means of being contacted during off-duty hours.
Safety Requirements: Must wear appropriate protective safety equipment when hazards justify its use.
